      Well, it's kinda delivers, but also not. It's a collapsible dump-pouch. It collapses. You can put it on your molle-belt. You can put stuff in it. They won't stay in though. Not if you are running or jumping, since the elastic cords won't do anything. So bad design and cheap execution.
